The same reason Guldo's Time Stop or Dabura's spit is banned. They're pretty much insta wins.

Because how fun is it to walk into a topic and say "Boo has candy beam, he wins". You could literally say this in every topic Boo is mentioned in. It eliminates the fun in the discussion.
